ADMINISTRATIVE LAW JUDGE: Allen Reed _____________________________________________________________________ Findings of Fact Attached to and made a part of this Recommended Order, are the Preliminary Findings and Conclusions-Order for Further Hearing, dated March 18, 1999, containing the Preliminary Findings of Fact, paragraphs 1 through 13, and the Preliminary Conclusions of Law, paragraphs 1 through 6.

Pursuant to the Order for Further Hearing and in the absence of any timely submission of evidence to the contrary, said preliminary findings have become the final Findings of Fact as of April 13, 1999. Conclusions of Law Pursuant to the Order for Further Hearing and in the absence of any timely legal argument to the contrary, said preliminary conclusions have become the final Conclusions of Law as of April 13, 1999. . . . . . . Recommended Order In view of the foregoing, it is recommended commencing on the effective date of the Order entered in this matter that the Respondent’s Class B license shall be revoked.
