This matter came on for hearing at the time, date and place set forth in the Notice of Hearing which was issued in August of 1998. The Complainant did not appear. The burden of going forward with the presentation of evidence and the burden of proving the case by a preponderance of the evidence, is on the Complainant. Although under no obligation to present a defense, the Respondent submitted evidence to show the money alleged to be owing, was paid in full in May, 1998. RECOMMENDED ORDER In view of the foregoing, it is recommended that the Citation and Complaint upon which it was based be dismissed. Done this day, September 23, 1998
