FINDINGS OF FACT This matter came on for hearing at the date, time and place set forth in the Notice of Hearing. The Complainant did not appear and no information was received by the Administrative Law Judge which would show good cause for the Complainants’ non appearance. After waiting thirty minutes to allow sufficient time to the Complainants to make an appearance or contact the Office of Administrative Hearings to explain any delay, the record of the hearing was closed. The Complainants have the burden of going forward with competent evidence to prove the allegations which are in the Citation and Complaint. Since no evidence of any kind was presented to substantiate the allegations, only one recommendation can be made. . . . . . . . . .

RECOMMENDED ORDER In view of the foregoing, it is recommended that Citation and Complaint upon which it is based be dismissed. Done this day, January 15, 1998.
