Hi Hollee,
As far as I am aware, there were no other billing errors at Desert Sky prior to the ones we recently discussed.
Regarding the meter "reset," this occurs when a meter reaches its maximum reading and starts over at zero, someone has reset the meter manually, or replaced the meter, and caused it to start having different reads than it did previously. If you have other residents reporting issues or stating that these concerns have been ongoing, please let me know. I am happy to investigate those specific units further.

Hi Hollee,
The resident is charged based on their consumption multiplied by the rate to determine the water charge. Below is the calculation for this units water charge from last month.
Upon investigation, it appears that when the meter reset, the new readings were not entered into our system correctly, so the resident was billed based on a property average rather than actual consumption for the last three months.
I have provided a breakdown below of the estimated consumption billed versus the actual consumption that should have been charged, along with the calculated credits to correct this:
Moving forward, the resident will receive the correct actual consumption as listed on the manual read file. I can enter these credits on our side to be posted to the resident's ledger, or you can enter the credits in on your end. Just let me know how you would like to proceed.
To provide some insight on the water base charge, our rates team uses the provider bills to calculate the base fee as well as the rates. The base fee is derived from the number of 5/8" meters at the property.
There are 81 5/8" meters at the property, and each one has a $33.11 charge per month. Once the city and county taxes are added, it results in a $36.45 monthly charge per unit.
Please let me know if you need any additional information to assist with this resident.

I am writing to formally notify you of what appears to be an overcharge on my water bill for the property located at Lot #940 within Desert Sky MHP. According to Arizona Attorney General Kris Mayes guidance (letter to all Arizona MHP August 15, 2025), the Mobile Home Management is required to provide a detailed line-by-line computation of utility charges on the billing invoice.
My reviewing of the billing does not include sufficient information to confirm the calculation of the water charges. Specifically, the charges do not show the correct amount and breakdown from the main meter line base charge as billed by Apache Water District to Desert Sky MHP, nor how the meter reading usage that were allocated to my unit.
As per the sub meter attachments, the correct calculation is 760 gallons. The overcharges this month total $6.58, adding to the previous ongoing total form last month of $23.36 is now $30.44.
Request:
1. Please provide a complete, itemized computation of water bill charges for my unit, showing line-by-line calculations from the main meter to my allocated portion.
2. Provide corrected sub-meter readings with start read/end read for dates November 3, 2025 - December 3, 2025, and total consumption in gallons.
3. Correct any charges identified and issue an adjusted billing statement or credit.
Under Arizona law, this information must be disclosed within!) days of this notice. Failure to provide the requested computation or correct any overcharges may result in further action to enforce my rights.
