On May 18, 2026, at the time of the scheduled hearing, Petitioner Alec Lowry withdrew his appeal in this matter.

Based on Petitioner’s withdrawal of appeal, this matter is moot and the hearing is no longer necessary, pursuant to Ariz. Admin. Code R2-19-111.

IT IS ORDERED that the hearing in this matter is vacated from the calendar of the Office of Administrative Hearings.

IT IS FURTHER ORDERED remanding this matter to the Arizona Department of Insurance and Financial Institutions for further action.
