ORDER VACATING HEARING

On July 09, 2025, the Arizona Department of Real Estate (“Department”) issued a Notice of Hearing and Complaint (“Notice”) in the above-captioned matter which scheduled an administrative hearing before the Arizona Office of Administrative Hearings (“OAH”), an independent state agency, on September 03, 2025, at 1:00 p.m. Correspondence was not returned as undeliverable to Respondents. Per the Notice, Respondents were required by Ariz. Admin. Code R4-28-1304 to submit a written answer to the Notice no later than twenty (20) calendar days of receipt. Because the Department did not receive a timely Answer from Respondents, the allegations outlined in the Notice; specifically, those in violation of Ariz. Rev. Stat. §§ 32-2151(A), 32-2153(A)(16), (A)(17), (A)(21), (A)(24), and (B)(7) are deemed admitted by Respondents due to their default. As such,

IT IS ORDERED that the above-captioned matter is vacated from OAH’s calendar pursuant to Ariz. Admin. Code R2-19-111(4).

IT IS FURTHER ORDERED that this matter is remanded to the Department for revocation of Real Estate Broker License No. BR519626000, as held by Respondent Karen A. Brooks.

IT IS FURTHER ORDERED that the Department revoke Entity License No. CO000380000, as held by Respondent Bisbee Realty, Inc.
