ORDER DENYING STAY

On May 17, 2025, Alexander Soltanian (“Petitioner”) filed a Notice of Motion & Motion In Limine.

On May 22, 2025, the Arizona Department of Insurance and Financial Institutions (“Department”) through its counsel filed a Response to Petitioner’s Motion In Limine.

On May 22, 2025, Petitioner filed a Petitioner’s Reply In Support of Motion In Limine.

Having reviewed the filings and considering all of the arguments pursuant therein this Administrative Law Judge (“ALJ”) concludes that no benefit would come in delaying this matter through a stay. The issue at hand concerns the past application filing and whether the Department properly denied Petitioner’s license application. Hence, a potential, future annulment in New York would not factor into this ALJ’s decision regarding the past application.

The Department discovered the 2021 stipulation from the Regulatory Information Retrieval System database. This discovery led the Department to deny Petitioner’s application, as such, this evidence is relevant to the issue to be determined and this ALJ will give it the weight she deems appropriate. Any further objections to this evidence may be raised during the hearing.

IT IS ORDERED Petitioner’s Motion In Limine is Denied.

IT IS ORDERED Petitioner’s Stay Request is Denied.
