Narrative:
On 01/07/2022, DLLC conducted a CUB (Covert Underage Buyer) detail. During this detail liquor, licensed locations were checked for compliance of Title IV liquor laws. DLLC received a complaint that this location was allegedly selling alcohol to underage patrons. During the check of this location, the location served alcohol to our underage buyers.

DLLC018 17-year-old CUB #21-06, and 18-year-old CUB #21-07, assisted the Department of Liquor with the CUB detail involving this business. CUB #21-06 and CUB #21-07, have the appearance of a person under the age of 21 and are familiar with the approved CUB guidelines.
A photograph of the CUB’s was taken during this detail at approximately 15:36 hrs. In their possession was the money given to them by DLLC and their own authentic Arizona drivers licenses. The CUB’s identification was vertical and displayed the verbiage “UNDER 21.” CUB #21-06 identification stated “Under 21 until XX/XX/2025,” CUB #21-07 identification stated “Under 21 until XX/XX/2024 (See photo in the documents tab)
16:00 hours: CUB #21-06 and CUB #21-07 entered the location 16:03 hours: Detective Williams and Detective Allard 16:19 hours: Sale is made to both CUB’s
CUB #21-06 and CUB #21-07, entered the location and were seated at a table, located on the north side of the restaurant. A female waitress came up to the CUB’s and took their order, she asked both of their identifications, she looked at it briefly and handed them back. She then served both CUB’s alcoholic beverages. CUB #21-07 was served a Coors Light. CUB #21-06 was served a Bud Light. The CUB’s paid for the two beers. I then went over and took possession of the alcohol, and the CUB’s then exited the location.
The CUB’s advised they paid $4.50 for each bottle of beer; the transaction total was $9.00. (See photo of the alcohol in the documents tab)
While in the location, the server that had served the CUB’s alcohol advised she was done with her shift. At this time the CUB’s had not finished the transaction by paying for their alcoholic beverages. I instructed them by text to pay. Once the sale was completed, Detective Allard went outside to make contact with the server, later identified as Patricia Guerro.
It should be noted that at the time of the sale the CUB’s and the detectives were the only two tables with patrons in the location.
When speaking to Guerro, she advised it had been a long day and she just did not check that well.
Guerro was cited and released for 2 counts of ARS 4-244.9; sale of alcohol to underage, and ARS 4-241.A; failure to properly identify underage. Guerro was cooperative with the investigation.
The owner was also present; he advised the location did get the warning letter from the DLLC, and educated his staff.
Based on the above information I am forwarding this report to compliance for action.

DLLC027 On 06/09/2022, DLLC conducted a CUB (Covert Underage Buyer) detail. During this detail liquor licensed locations were checked for compliance of Title IV liquor laws. This location was checked for compliance of Title IV due to a sale of alcohol to underage on January 7, 2022. Based on the sale this location was double-checked for compliance of Title IV Laws. During the check of this location, the location sold alcohol to our underage buyers. Additionally they sold more than the law allows to one person at a time. 17‐year‐old CUB #21‐06, and 18‐year‐old CUB #22‐04, assisted the Department of Liquor with the CUB detail involving this business. CUB #21‐06 and CUB #22‐04, have the appearance of a person under the age of 21 and are familiar with the approved CUB guidelines.
A photo of the CUB’s was taken of them prior to the detail at approximately 16:00 hours. In their possession was the money given to them by DLLC and their own authentic Arizona drivers licenses. The CUB’s identification was vertical and displayed the verbiage “UNDER 21.” CUB #21‐ identification stated “Under 21 until XX/XX/2025,” CUB #22‐04 identification stated “Under until XX/XX/2024 (See photo in the documents tab)
20:04 hours: Both CUB’s entered the location 20:05 hours: Detective Williams and Detective Allard enter 20:15: hours: sale is made
CUB #21‐06 and CUB #22‐04, entered the location, and were seated at a table in the location. Detectives entered the location a short time later, and sat at another table in clear view of the CUB’s. A female waitress took the CUB’s order for beers. She then returned with two Bud Light bottles of beer. As she was delivering the alcohol, the owner who I knew from previous contact told another male waiter that he needed to go and check their identifications. He went over to them, and checked their identifications. After he checked their identifications, he still allowed the female waitress to leave the two Bud Lights on the table.
While waiting for this transaction to be completed Detective Allard and I ordered alcoholic beverages. Detective Allard order a tower of Michelob Ultra beer and I order a 16‐ounce mug of Blue Moon beer. A tower of beer is over 80 ounces of beer. Once Detective Allard was served the ounce of beer just for himself, he escorted the CUB’s from the licensed premise. (See a photo of the tower in the documents tab)
Once both sales were completed, we made contact with the staff and advised them we are police officers with the Arizona Department of Liquor. The staff was extremely evasive when trying to get them identified for purposes of writing a citation.
The male waiter identified by his Mexican driver’s license was Alejandro Zenteno. Zenteno advised that he knew they were underage and he slipped them a note telling them to leave the location. This did not happen, as they stayed in the location until they received a check and paid for the alcohol. He did not take possession of the alcohol, nor did I see this being done, and I had a clear view of the underage the entire conversation. Zenteno went all around the location looking for his backpack, for identification for my citation. It was later found to be right by the

DLLC028 register he was standing next to when we initially made contact. When I asked the owner for any of his employee’s information, he showed me he had Zenteno in the system as Alex Medina, Alejandro advised when he came to work the owner did not do any employment verification documents. Zenteno advised he gave the owner a friend’s last name to use on the employee log. The owner did not provide him any training on how to properly serve alcohol or check identifications. Zenteno was cited and release for two counts of ARS 4‐241.A; Failure to properly identify underage.
The female waitress was also being very evasive in giving us her identification. She first advised it was in her phone that was in a box in control of the owner, and then advised she did not have any identification in her possession. She was identified verbally as Nadine Dominguez ( . Nadine advised that she had her wallet stolen and that is why she did not have identification in her possession. She had only been working at the location for 4 days and she was provided no training on Title IV except to card patrons. She was aware of the violation that took place in January. Her mother came to the location and Detective Allard felt comfortable in citing and releasing her for two counts of ARS 4‐241.A; failure to properly identify an underage buyer, and two counts of ARS 4‐244.9; sale of alcohol to underage buyer.
The licensee was in the location at the time of sale and service. I spoke to Sung Park, and told him that he needed to make sure he was following the liquor laws. He was the one that actually poured the tower of beer that was served to Detective Allard. It should be noted that at the time of our visit there were only four other customers in the location. The owner could see in plain view that we ordered two different beers for only two people at the table. When looking at the employee log, he had Alejandro listed as Alex Medina, with no date of birth listed.
In addition, pouring more than the law allows with the use of a beer tower, he also is not ensuring that his staff is properly trained in liquor laws. Sung is also not properly collecting documents required to work and maintaining a correct employee log.
CUB #22‐04, advised he paid $10.00 for the two Bud Light beers. (See a photo of the alcohol in the documents tab)
Due to this location selling alcohol to underage in January 2022, this location is being written for two counts of selling to an underage buyer.
Based on the above information I am forwarding this report to compliance for action.

This report is being generated based on the licensee’s failure to comply with Title IV and failure to maintain capability, qualification, and reliability. The owner was ordered to pay a fine of $5,500 dollars in five monthly payments of $950.00 beginning March 15th, 2023 – July 15, 2023, and one payment of $750.00 by August 15, 2023, as well as provide basic Title IV training to all employees who have not taken such training in the last two years by March 31, 2023. As of 05/09/2023, these fines have not been paid, and proof of employee training has not been provided. This is in reference to case #22-000763.
On 03/20/2023, the Department of Liquor and Licensee Sol Park of Sol Entertainment LLC accepted and signed a consent agreement on 03/07/2023, referencing his premise Central BBQ House located at 7227 S. Central Ave., Phoenix, AZ., with a series 12 restaurant liquor license #[number redacted]. The consent agreement is in reference to case # 22-000763. During the course of this investigation that occurred on or about 06/09/2022, the licensee’s employees failed to follow identification procedures, sold alcohol to an underage patron, delivered more alcohol to one customer than allowed by law, and the employees were found not to be current or knowledgeable of Title IV liquor laws.
Due to these violations of A.R.S. 4-241.A, 4-244.9, 4-244.23, and 4-302, it was ordered through a consent agreement signed by both Sol Park and the Department of Liquor that the owner was to pay a fine of $5,500 dollars in five monthly payments of $950.00 beginning March 15th, 2023 – July 15, 2023,

DLLC055 and one payment of $750.00 by August 15, 2023, as well as provide basic Title IV training to all employees who have not taken such training in the last two years by March 31, 2023. In addition, for one year from the order’s effective date, the licensee must require all employees hired after the order’s effective date to complete online basic Title IV training, followed up with in-person liquor training within three months of employment. All training is required to be conducted by a Department-approved Title IV trainer.
As of 05/09/2023, these fines have not been paid, and proof of employee training has yet to be provided. The licensee has failed to comply with this order, as stated in the consent agreement - a failure to comply with the terms of the order will constitute sufficient cause for the filing of a disciplinary complaint against the licensee under A.R.S. 4-210(A)(2) and (A)(15).
After reviewing this premise, it should be noted that on 01/07/2022, this location sold to a CUB; refer to case # 21-001231. On 06/09/2022, this location sold to a CUB; refer to case # 22-00763 (which this location still needs to comply with the signed consent for this case.)

Narrative:
On January 27th, 2024 at approximately 2000 hours, Special Agents from the Arizona Department of Liquor and Licenses Control (DLLC) conducted an on-view Routine Liquor Inspection (RLI) at Central BBQ House, located at 7227 South Central Avenue, Suite 1040, Phoenix, AZ 85042. During the inspection, Agents identified themselves with their DLLC department issued credentials and business cards. The RLI was conducted with the on-duty Manager, Sung Park, where he was identified by his Arizona Driver's License. Sung stated he does all of the hiring and firing of employees and runs daily operations when his son, Sol Park is not at the establishment. Special Agents Allard #43, Gokool #59, and I observed several violations while conducting the RLI.
During the RLI, Special Agents were initially greeted at the main entrance by a black male with a black shirt with the word Security on it. Special Agent Allard, asked the security guard his name where he was hesitant to answer. He said he goes by the name “Preacherman” or John Vincent. John stated he has not received any Title IV training or filled out any security guard forms. When asking Sung what the security guard’s name was, their documentation reflected a name of Fricherman Luise. Sung was unable to find a Security Attestation form for Fricherman on file.
While making our way behind the bar area, Special Agent Gokool and I did not observe any liquor license or fetal alcohol sign clearly displayed. Sung had to go look for the current liquor

DLLC096 license and referred to the back office. A training certificate of Title IV Management Liquor Law Training was observed for student Sol Park by 360training.com Inc, and completed on 02/17/2023. In the office, was an expired restaurant liquor license displayed with the expiration date of 03/31/2020. There was an electronic form of employee records available but Sung was unsure if it was current and up-to-date. Special Agent Gokool continued to conduct his RLI paperwork with Sung in the office to obtain administrative documents.
Special Agent Allard and I made our way towards the bar and contacted a male who verbally identified himself as Trueman Park, where he works as a bartender. Trueman stated he has worked at the establishment for six to eight months and has completed some Title IV training. I observed two female servers who had been using a robot server machine to deliver food and alcoholic beverages to customers. One of the females verbally identified herself as Didi, Sung’s wife, where she stated she has not taken any Title IV training. The other female was verbally identified as Lety, who has worked at the establishment for a year and has not completed any Title IV training.
While behind the bar area of the restaurant, Special Agent Allard and I observed multiple 1.75L of spirituous liquor which is consistent with not purchasing direct from a certified distributor or wholesaler. The 1.75L bottles of spirituous liquor observed are the following: Jim Beam, Jack Daniel’s, Jameson Irish Whiskey, Seagram’s 7, E&J Brandy, Maker’s Mark Whisky, Fireball Cinnamon Whisky, Hornitos Tequila, Smirnoff Spicy Tamarind, Tito’s Handmade Vodka, Skyy Vodka, Malibu Rum, Captain Morgan Original Spiced Rum, and Johnnie Walker Black Label. An opened bottle of Member’s Mark (Sam’s Club brand) Red Blend California 2020 was located behind serving glasses on the bar top.
Special Agent Gokool gave Sung a copy of the RLI where he was instructed to provide distributor receipts for the 1.75L bottles found, a copy of an employee roster, and a copy of security attestation form by Friday, February 2nd, 2024 via email. Photographs were taken during the RLI of violations observed.
On February 2nd, 2024, I received an email from Ren Park with attachments of the documents requested. Three different invoices from Zion Trading LLC which contained mostly food items and one listed item of Cass Beer. Four different Southern Glazers of AZ invoices were provided between the dates of 03/03/2022 and 09/28/2023. None of the invoices provided supported the unauthorized liquor bottles found during the RLI. Photographs of the fetal alcohol warning sign and the current liquor license was displayed at the bar. The employee roster reflected eight employees including the security guard.
A Department of Liquor security personnel attestation form was provided and was incomplete as the notary portion was blank. The name on the form was written as Fricherman Luise. In the questionnaire section of the form for criminal history within the past 5 years, Assault and Misconduct involving a deadly weapon had been marked as Yes. Upon conducting a records check through police databases, I was unable to locate anyone by the name listed.

DLLC097 Title IV certificates of completion were provided from the email for the listed employees: Trueman Park, Title IV Basic Liquor Law Training, completed on June 29, 2023 by 360training.com Inc. Sung Ho Park, Title IV Basic Liquor Law Training, completed on June 29, 2023 by 360training.com Inc. Letycia Luna, Title IV Basic Liquor Law Training, completed on January 30, 2024 by AboveTraining.com, which was after the RLI was conducted.
Based on my investigation, this report will be forwarded to the compliance division for further action.
DLLC has previously served two Consent Agreements and Orders for Central BBQ House: No. 000267-22 and No. 000338-23. Based upon the Licensee lacking the capability, qualification, and reliability to possess a liquor license.
Consent Agreement and Order No. 000267-22, served on March 20th, 2023 states the following:
Order: It is hereby ordered, that Licensee pay a civil penalty of five thousand five hundred dollars ($5,500.00) to the Department of Liquor License & Control as follows: (5) five monthly payments in the amount of ($950.00) nine hundred-fifty dollars commencing on March 15, 2023, through July 15, 2023, and (1) one payment in the amount of ($750.00) seven hundred- fifty dollars on or before August 15, 2023. It is further ordered that the Licensee will provide Basic Title IV training to all employees who have not taken such training within the past two (2) years of the Effective Date of this Agreement. Employees must complete this training by March 31, 2023. Additionally, for one (1) year from the Effective Date of this Agreement, Licensee must require all employees hired after the Effective Date of this Agreement to complete on-line Basic Title IV training, to be followed up with Basic in-person liquor training within (3) three months of employment. All training required in this Order shall be conducted by a Department- approved Title IV trainer.
Failure to Comply with the terms of this Order shall constitute sufficient cause for the filing of a disciplinary complaint against the Licensee under A.R.S. 4-210(A)(2) and (A)(16).
Consent Agreement and Order No. 000338-23, served on July 25th, 2023 states the following:
Order: It is hereby ordered that Licensee shall pay a civil penalty of one thousand dollars ($1,000.00), in four equal payments of two hundred fifty dollars ($250.00), commencing on or before August 15, 2023, and concluding on or before November 15, 2023. It is further ordered that neither licensee shall continue to fulfill all terms previously agreed to in Consent Agreement No. 000267-22.
