Pending before the Tribunal is the Arizona Department of Liquor Licenses and Control’s (“Department”) December 21, 2023 Motion for Specific Conclusion of Law. Appellant Kandies Cabaret Private Gentlemen’s Club has not filed a response thereto.

Upon review and consideration of the Motion,

IT IS ORDERED DENYING the Motion. There is no provision in statute, rule or regulation that gives the Administrative Law Judge the authority to issue a Conclusion of Law prior to the conclusion of a hearing. However, nothing herein precludes the Department from pursuing this matter in a different Court of competent jurisdiction.
