On January 13, 2026, Complainant Rodger Wells requested to “subpoena” witnesses. However, Complainant did not submit a completed subpoena form for this request; the process for subpoenas may be found on the Office of Administrative Hearings (“OAH”) website at azoah.com/subpoena.html. The Office of Administrative Hearings does not prepare and/or serve subpoenas. See Ariz. Admin. Code R2-19-111.

In addition, this Administrative Law Judge recognizes Complainant’s request to appear in person. Please reach out to OAH (602.542.9826) about one week prior to your hearing to determine if in-person hearings are being held. Presently, the OAH offices are closed to in-person hearings due to construction.
