On January 22, 2026, Complainant Rodger Wells submitted multiple subpoena requests for appearances and documentation. All of the requests are denied except for Kathy Mills. The request for Ms. Mills will be signed and sent to Complainant for issuance. Voluntary appearance and submission should always be attempted prior to subpoena service. The other requests are quashed at this time due to overbreadth and repetition but may be revisited at the time of hearing. See Ariz. Admin. Code R2-19-113.
