ORDER GRANTING CONTINUANCE
AND PREHEARING ORDER
A prehearing conference was held on October 27, 2025, at 1:00 p.m. Zachary Rosenberg, Esq. represented Complainant. Tyler Woods, Esq. represented Respondent.
The Tribunal heard argument from the parties regarding whether it would be more or less efficient to bifurcate the hearing to address what Respondent contends is a threshold issue as to which contract controls in his matter. After considering the arguments, it was determined that the matter should be heard in its entirety. The parties requested that the hearing be set on five (5) consecutive dates during the last week of February 2026.
IT IS ORDERED that the continued hearing will convene on February 23, 2026, at 9:00 a.m., and on subsequent consecutive dates thereafter through February 27, 2026, as necessary.

The parties were to submit to the Tribunal no later than November 7, 2025, a list of stipulated prehearing deadlines. The parties have not done so. Therefore, the following deadlines are imposed:
On or before February 9, 2026, at 5:00 p.m., the parties shall file with the Office of Administrative Hearings and provide a copy to each other, the exhibits that they plan to submit, along with a List of Exhibits that provides a designation and brief description of each exhibit, as well as a List of Witnesses whose testimony they plan to present, along with a brief description of the witnesses’ anticipated testimony. Complainant shall designate proposed exhibits numerically. Respondent shall designate proposed exhibits alphabetically.
Any requests for subpoenas must be submitted by February 9, 2026, at 5:00 p.m.
Prehearing statements must be filed by February 16, 2026, at 5:00 p.m.
