Under A.R.S. § 41-1092.08(B), the Registrar may review and accept, modify, or reject an
administrative law judge’s written decision. If the Registrar modifies or rejects that decision, then the
Registrar must provide written justification setting forth the reasons for the modification or rejection.
In this case, a hearing was held, and the administrative law judge issued a written decision. See
Administrative Law Judge Decision, attached. The Registrar reviewed that decision and hereby modifies
it.
MODIFICATION AND WRITTEN JUSTIFICATION
The administrative law judge found that Respondent’s license should be disciplined for a violation
of A.R.S. § 32-1154(A)(3), § 32-1154(A)(9), § 32-1154(A)(16), and § 32-1154(A)(22). See ALJ Dec.
6:3-5. The Administrative Law Judge Decision recommends that Respondent’s license be revoked until an appropriate bond is posted. Additionally, the administrative law judge recommends that if Respondent posts the bond by the effective date of the Order, that the license be suspended for five days. See ALJ Dec. 6:7-10. Pursuant to A.R.S. § 32-1161(C), “After revocation of a license upon any grounds set forth in section 32-1154, the license shall not be renewed or reissued for one year after the final determination of

Washington St. Suite 105 – Phoenix, AZ 85007-2812 Telephone (602)542-1525 1-877-692-9762 revocation and then only on proper showing that all loss caused by the act or omission for which the license was revoked has been fully satisfied.” Therefore, the Registrar cannot reinstate Respondent’s revoked license if Respondent posts an appropriate bond. The Registrar modifies the Administrative Law Judge Decision as follows: • On page 6 replace lines 7 through 10 with, “Based on the foregoing, it is recommended that on the effective date of this Order, Respondent Integrated Land Solutions, LLC, dba ILS Contracting, License Number 306043 is revoked.” CONCLUSION AND ORDER
The Registrar hereby modifies the Recommended Order. The Registrar hereby accepts the
remainder of the Administrative Law Judge Decision, which becomes effective on May 22, 2018.
