Under A.R.S. § 41-1092.08(B), the Registrar may review and accept, modify, or reject an administrative law judge’s written decision. If the Registrar modifies or rejects that decision, then the Registrar must provide written justification setting forth the reasons for the modification or rejection. REGISTRAR’S MODIFICATION In this case, a hearing was held, and the administrative law judge issued a written decision. See Administrative Law Judge Decision attached. The Registrar reviewed that decision. The decision proposes in its Recommended Order that applicant (1) provide proof of restoration of civil rights and (2) be placed on a one-year probation. But the decision already concluded that “Applicant has shown that the persons on the pending license application are persons of good character and reputation.” 11:2–4. So the proof of restoration of civil rights and the one-year probation appear to be merely burdensome formalities. The Registrar needs no such formalities, because the Administrative Law Judge concluded, based on the evidence, that good character and reputation had been established. Therefore the Registrar modifies the decision by removing those formalities.

The written decision, as modified, is effective immediately. There is no issue of good character

and reputation to prevent the issuance of the applicant’s license.
