In addition, a probationary period is warranted as well as a civil penalty for failure to comply with the CWO. Pursuant to A.R.S. § 32-1131 et seq., Complainants are free to apply to the Residential Contractors’ Recovery Fund.” Based on this Decision, the Order, as modified, shall become effective on February 12, 2014.
