The Complainant failed to appear at the hearing and no good cause was shown for the non appearance. 2. No evidence was presented on behalf of the Complainant. 3. The Respondent asserted that the matter had been settled between the parties. Conclusions of Law The Complainant has the burden of going forward with the evidence and proving the case by a preponderance of the evidence. 1. The Complainant did not appear and no evidence was presented. The burden of proof has not been met.
