Findings of Fact 1. This matter came on for hearing at the time, date and place set forth in the Notice of Hearing. 2. Neither party appeared at the hearing and no good cause was shown for the failure of the parties to appear. 3. No evidence was presented at the hearing. Conclusions of Law 1. Absent any competent evidence which would allow for an informed decision on the issue to be determined, and since the State bears the burden of proof, only one order can be entered in this case. Order In view of the foregoing it is Ordered that the Parking Citation against Debra Wells be dismissed. . . . . . . . . . Notwithstanding the language contained in A.R.S. § 41-1092.08, on standing motion of J. Elliott Hibbs, Director of the Department of Administration, this decision is the final administrative decision. Done this day, November 22, 2000.
