This matter came on for hearing at the time, date and place set forth in the Notice of Hearing. 2. The Appellant was present and prepared to proceed. 3. No one appeared for the State. 4. No evidence was presented on the issue to be determined. Conclusions of Law 1. Absent any competent evidence which would allow for an informed decision on the issue to be determined, and since the State bears the burden of proof, only one order can be entered in this case. Order In view of the foregoing, it is Ordered that the Parking Citation against Mary Sordia be dismissed. Upon standing motion of J. Elliott Hibbs, Director of the Department of Administration, and notwithstanding the language contained in A.R.S. § 41-1092.08, this decision is the final administrative decision. . . . . . .
